The Danube Youth Network

The Danube Youth Network is the result of the vision described in the pilot project “Danube Youth Participation 2019-2021”, which was implemented by the EUSDR Civil Society Network with 5 partnering NGOs in Baden-Württemberg, Bulgaria, Croatia, Romania and Serbia. Lead partner is the Liebenau Foundation with 150 years of experience in social policies and projects in cooperation with Baden-Württemberg State Ministry as the main co-funding institution.

The Danube Youth Participation project is the capitalization of a series of civil society meetings along the Danube starting in 2012 with the “Donauwandel “and “Jugend im Wandel” (Youth in Transition) projects. The aim of the current project is the institu- tionalization of an open, transnational, trans-sectoral, independent and self-organized Youth Network in the Danube Region. Participation, creativity, leadership and individ- ual responsibility of young people in the Danube Region is to be strengthened in the areas of Social Inclusion & Skills, Environment & Sustainability, Networking & Youth Participation, Culture & Connectivity, powered by a social entrepreneurship approach.

The aim of macro-regional strategies (MRS) is to further European Integra- tion, social justice, economic devel- opment and European values in a group of countries sharing a geographical area as well as needs and challenges. They work on a transna- tional and trans-sectoral level, trying to involve all administrative institutional as well as local and civil levels in the implementation. The EUSDR held great expectations when it was installed in 2011, but faced difficult challenges when it came to implementing its program on the ground throughout the region.

The EU Strategy for the Danube region is organized in a sectoral way, heavily relying on national administrations for its implementation. Amongst others, problems were due to the extremely complex mechanisms of European funding, which made financing innovative projects in the Danube Region difficult or impossible, slowing down or preventing the involvement of civil society and local actors in the implementation of the strategy.

The revised Action Plan is focusing on stronger transversal cooperation and networking, trying to address the needs of civil society, local actors, univer- sities and youth, who until now where not adequately involved in the implementation of the strategy. The plan states that these groups can achieve big changes with relatively low budgets.
